The depressingly institutional, 34-room Tip Top has one saving grace: yummy pancakes at the on-site restaurant. Otherwise, you're stuck with white cinder-block walls, linoleum floors, iron-gated windows, fluorescent lighting and an antiseptic odor. Rooms do include TV and window-box air-con.
