This hotel has an unbeatable position on the northeastern corner of the plaza; the best rooms have big balconies facing it. The low price tag, however, is reflected in varying room quality and inconsistent service. Bonuses include a rooftop restaurant and a friendly receptionist who wants to practise his English.You're best off with a room that has a balcony, whether it's overlooking the pedestrian mall to the west or the cathedral to the south. (Light sleepers may choose an interior room, however, as the cathedral's bells clang every 15 minutes.) Rooms are generally in good shape with clean tiled floors and new air-con units, although the beds are on the springy side. The smaller, interior units tend to be shabbier. Breakfast at Les Grisons (included in price) is a delightful way to start the day with superb views over Plaza Bolívar. Local warnings about the zone's dangers are probably overblown. In fact, this is one of the few parts of town where traffic noise is surpassed by the sound of voices. However, you won't want to linger outside after 21:00 when the streets clear as if a curfew has been imposed.

Gawk at Plaza Bolívar from the rooftop restaurant, then stroll beneath its tropical trees, perhaps pausing to listen to one of the soapbox sermonizers. The various edifices that ring the plaza are worth investigating. On the west side, there's the 17th-century cathedral and museum of religious art; on the east, the municipal government building with an overview of the city's past in miniature.
